PCD is a Hong Kong-based charitable organisation without any religious or political affiliation. We are an independent development organisation established and funded by the Kadoorie Foundation. We espouse the principles of equity, good governance, positive energy, mutual support, self-reliance, diversity and ecological integrity. We work in partnership with local communities, local development organisations and local governments for sustainable living.

We emphasise sharing, learning and working together with our local partners. Given the paths taken by development in China and the world at large, we believe that critical rethinking of the mainstream development approach is much needed. We are committed to foster an approach that is people-centred, environmentally conscious and respectful of local culture.
In accordance with our vision for a sustainable living, we work:
  • To encourage a sense of self-worth as well as a deeper sense of identification with the community and the environment.
  • To encourage people to reflect on their situation, so as to more fully develop their potential for the realisation of a dignified existence in which a spirit of cooperation and a respect for nature are highly valued.
  • To facilitate community-based initiatives in which local people make decisions about and implement their collective plans for a self-reliant sustainable future.
  • To empower people to facilitate lasting social change in their own communities through identifying and training facilitators from within the target communities.
  • To promote equity, unity and mutual respect among women and men, and between different social groups.
  • To promote local cultures and indigenous knowledge, and sustainable and culturally appropriate management of natural resources.
The nurturing of community facilitators is an integral component of all PCD programmes. The notion of community facilitators refers to individuals, civic groups and community-based organisations in urban and rural areas. PCD will actively cultivate an environment that enhances the capacity of community facilitators in: a) skills and knowledge of community development; and b) critical awareness of problems brought about by mainstream development models. These facilitators will help to encourage community participation in decision-making and to generate collective actions for change.
