PCD employs consensus in its collective decision-making process. Such process enables all members of the Core Team (see footnote) to have an equal chance to influence the decision, to have their opinion heard and discussed, and even to express strong concern or major objection.

In contrast to a majority rule approach, the team acknowledges the importance and uniqueness of each individual opinion. Instead of allowing a dissident voice to be drowned under that of the majority, the team seeks to understand different viewpoints, bridge opposing views, draw similarities and common ground and explore alternatives that can help to resolve controversial issues so that a mutually acceptable decision can be reached.

Although it is our aim to arrive at a decision that is acceptable to everyone through discussion and revision of any given proposal, there are situations where such may not be possible. While a proposal that receives "Strong Concern" may still get passed with all such concerns clearly recorded in the minutes, one that receives "Major Objection" must be withdrawn, re-worked and be presented at a later date, or sent to the Management Committee for arbitration.

Consensus is based on respect, equality, trust and participation. As much as the Core Team wishes to involve every person in the decision-making process, it recognises the importance of delegation and discretion. It is simply not practical or necessary to reach consensus on every day-to-day operational issue. The Core Team as a whole can delegate different roles and responsibilities to selected personnel and entrust them with a certain amount of discretion and autonomy in carrying out their functions and duties. However, on major issues such as programme direction and planning, organisational development, policies and delegation, a consensus must be reached.

To uplift the spirit of participation and consensus in PCD, the Core Team has a responsibility to consult other members of staff outside the Core Team before coming up with a decision within the Core Team.

Footnote: Core team of PCD is composed of the Chairperson of the Management Committee, all Coordinators and the level above. They will make collective decisions on major issues such as programme direction, plans and policies and personnel recruitment.
