Partnerships for Community Development (PCD) was established in May 2001. It is a community development organisation set up and funded by the Kadoorie Foundation, a Hong Kong-based trust founded in 1970 by the late Sir Horace Kadoorie, who believed in the motto: “Help people to help themselves”.

PCD aims to work in partnership with disadvantaged communities and marginalized groups in China on capacity building for community-based development in a way that fosters self-reliance, reduces inequality, and respects local cultures and the environment.

PCD is committed to principles that are critical elements for sustainable living:  Equity, diversity, self-reliance, ecological integrity, good governance, mutual support and positive energy. They are core values PCD believes should be actualised in all programmes in order for our vision to be attained.
